On a ride with rubber rafts, a raft flipped over. The park employees had been trained to tell people not to rescue people but wait for the rescue crew to get there. A woman drowned while waiting.
The Coastal Commission was helpless as the swimmer was a non-native species and in order to get approval to act, they needed an act of Congress.
Due to all of the members of Congress needed to form a forum were on the campaign trail, no act of Congress could be made. The deceased family was sent a Haz-Mat clean up invoice approved by Congress through proxy votes.
I’ve been accused of tending to over think problems, and sometimes it’s true, but I’ve also spent a lot of time fixing things done by “Rush to to something-anything man/woman”. I wonder if Pig could do some cartoons about him/her.
For immediate emergencies, Thinky Man might not be your best bet. Fortunately, most of our real issues are not immediate emergencies and require some thought. Play to your strengths.
All fun aside, ever been in a building with a fire alarm going off and several (I’d say about 6 or 7) people standing in front of a fire exit door, debating whether they should go through it because the alarm (never mind the other one that’s already going off) might go off? It’s not like the alarm and the door were… oh, I don’t know… made exactly for that situation or anything. “We should discuss this. We must have time… Gasp! That man just shoved me aside and opened the door! And he didn’t even consult any off us! How rude! And now he’s yelling at us to get out!” Not too far off the mark and yes, as it turned out the building was on fire. People are definitely dumb enough to kill you and most especially in groups.
Thinkyman was “Technically correct, the best kind of correct.” As the person had not filed a QZ-42-D permission to rescue form prior to getting his foot stuck.
Fear of rising tide is just a hoax. I’ve been to the beach myself and seen that the water level was actually doing down, leaving wet sand behind. Valuable extra land being created. We could build an oil rig there!
What would actually happen today is. “Help my shoe lace is caught in my bicycle chain”, so the quick thinkers of today will save the person by hacking their leg off.

That’s what happens to inconsiderate people who decide to drown on days the commission isn’t meeting.

Reminds me that one recurring theme of successful ‘capes’ is the vigilante accusation. Primarily Batman, and the tacit theme of Marvel’s Civil War

The coastal commission can’t act until it has received an environmental impact statement and reviewed it at the public forum.
