The downside to that is that they’ll have to repave every so often because Garfield will be eating the streets!

Hopefully this is just metaphorical, the idea of streets paved with bacon representing (to Garfield, at least) a place of riches and prosperity. Otherwise it’s only a waste of perfectly good bacon.
