Graduates of suburban school systems usually do better on standard measures of success than graduates of urban school systems (again as a generalization). Suburban school systems are usually better funded than inner city school systems. As a result, teacher salaries are generally higher in the suburban school systems than the inner city school systems. Each year the best college education graduates enter the job market looking for jobs and they (nearly) all want the higher paying jobs. As a result of this system more of the better trained teachers end up in suburban schools and than in inner city schools.Graduates of the better high schools get disproportionately accepted in the better colleges and graduates of the lesser high schools get disproportionately accepted in the lesser colleges. Graduates from the better colleges tend to get the better (and higher paying) jobs upon college graduation and conversely, graduates of the lesser colleges get the lesser (and lower paying) jobs upon college graduation. And the loop continues to reinforce this cycle.
Who is racist? Are suburbanites disproportionately racist? No to both, and no to any other racial finger pointing. The system that proports to offer a level playing system does not do so. Shouting racism and offer anti racist education will not fix this situation because the issue is an unlevel playing field, not racism. CRT leads to these kinds of conclusions, not to racist babies and Ted Cruz!
