    The royal “we” indicates that the monarch speaks for the entire court.

    Even if certain members of said court do NOT agree with the monarch!!

    As “symbolic royalty”, it is important for the Queen to be able distinguish “we”, the royal symbol, from “I”, a person with her own opinions.

    In private, I’m sure she puts on her blue jeans one leg at a time like everyone else. :)
