The government would inform the company of how much tax they had to pay. – which was generally less than the “reales” set would have them liable for, but more than the “oficiales” set would.
The company was expected to bargain with the taxman – sometimes, they were actually able to decrease the bill – but both sides would come away satisfied.
But, if the company fought too hard, or tried to go below what the taxman considered acceptabl;e, the government would – essrntially – say “Hmmm – perhaps we were wrong. We’ll see if we were – by examining ALL the books…”
