Similar weather here in Kagoshima right now (getting a smattering of snow) and there were several women out walking around today in short skirts and no leggings. I didn’t complain.

In the morning announcements, the principal included, “And don’t even THINK you’ll be allowed to wear shorts.” That winter, during a winter storm my sister was sent home for coming into school in her “ski pants.” Of course, she had her dress on underneath and was going to leave her ski pants in the locker, but that did not matter, she had worn pants in school. Boys also had to wear a belt. One teacher would send me to the principal to get a rope if he saw me in the hall, but the principal agreed with me that overalls did not require a belt.
I’ve met people like Matthew MacManus. One of them was originally from Hawaii, and claimed the winter cold air of my native Idaho felt “refreshing” to him by comparison.
I live in the Pacific Northwest, and my cousin was a real mountain man. Even in the worst of weather, he never wore more than a tank top and shorts. Accented with hiking boots, of course. But he went barefoot whenever he could.
I worked with a guy that only wore birkenstocks regardless of weather. The closed toe style for office decorum, but just birks. I asked him why and he said, “I hated that my ex made me wear shoes”.
I think about that sometimes but the opposite. I see people wearing sweatshirts and hoodies in scalding heat and I’m like “how are you fine with this?!”

I tend to always wear cargo shorts. Of course cold in Texas is not the same as cold in Michigan!

I wear shorts everyday in Colorado. The insulatory qualities of denim is practically zero, so jeans are equal to shorts.
