EACH seatbelt!! Even if there’s only one officer in the car, he has to sit in each seat and fasten the belt before the car will start!! Perps and other passengers must also be given vests!!
My mother had seatbelts installed in her cars before they were required, only an option at extra cost. And I always had to sit in the back seat with a seatbelt on. It got so ingrained in me that, to this day (I’m 70 years old), I can’t sit in a car without a seatbelt. It just feels weird!

To receive pay for the day, an officer’s body camera must never be turned off while they are on duty.

Emergencies have not been accounted for apparently.
EG, what if an officer needs to start the patrol vehicle to transport someone to aa hospital, and he has no vest available to put on?
Or his vest has been damaged, say by a gun shot, and he needs to pursue the suspect, but the bullet wiped out the chip?
