On special celebrations (like birthdays), they sometimes do/adapt “Who are the People in Your Neighborhood” from Sesame Street.

What’s that sound boys and girls? That’s Mr. Warden! He plays music over the loud speaker to keep everybody in the neighborhood happy!
Mr. Warden says that when we listen to music, we’re so happy that when we leave this neighborhood, we won’t go to your neighborhood and steal your TV’s… and have to visit Mr. Judge again.
