Tearing documents up seems to be the act of a petulant child, flushing them down the toilet seems to be premeditated at the very least. Hmmm, “lock him up”?

It is illegal to destroy an original government document. A copy has no worth at all and can be burnt on the steps of Congress without punishment. Sorry RWNJ’s there is no law against destroying copies.
