This has scary implications: “Acting” secretaries have no Congressional approval. #45 is slowly packing the Cabinet with his unqualified and corrupt cronies without oversight.
Vacancies can be filled by an acting official for 210 days under the Federal Vacancies Reform Act. If the vacancy dates from the inauguration of a new administration, they can get a 90 day extension, making the time limit 300 days. If there’s a nomination pending before the Senate, then the acting official can continue to serve until the nominee is either confirmed or rejected.
If somebody exceeds the time limit, some of their actions that are considered “non-delegable” will cease to be enforceable by law. Since the limit is counted from the date of the original vacancy, it’s unlikely that appointing a new acting official is allowed. Tiny has stated a preference for acting department heads because of the increased flexibility in dealing with them and because he doesn’t like dealing with the Senate confirmation process.
That means that for some of the executive branch positions that tiny hasn’t nominated a replacement, there will eventually be government functions that can’t legally be performed. Given tiny’s preferences, it’s possible that he may come to an understanding with the Senate to field placeholder nominees for some jobs that never receive confirmation hearings.
As these Acting Department Heads reach their limit it will be interesting to see what happens since a new “Acting” cannot be appointed.

Trump only has an “acting” cabinet — all B-actors in the Trump reality show.
It is what dictators do — fill key positions with their own appointees who have never been confirmed by the Senate as required by the Constitution.
… at least until he gets tired of them, or they get caught in scandals (that the Trump people knew about but thought they could hide).
