They ARE the law and can do whatever they want, to whomever they want, whenever they want, and we are supposed to still admire and respect them and show them civility. Only the weak and powerless must follow every law, even the arcane ones that most of us have never heard of.

You’ll notice that BO doesn’t even bother to deny the lawbreaking — either collectively or individually. Just a random implication that none of it matters.

If it’s true there is nothing funnier than true believers (those people who attend Trump’s neo-Fascist rallies), it’s more a matter of “I laugh because I must not cry.” Besides, this is clearly a fake cartoon. Li’l Jeffy didn’t lie under oath just in his confirmation hearing. He lied under oath a bunch of times in subsequent appearances before Congressional hearings! How many times did he say “I don’t remember” or the equivalent? Li’l Jeffy is NOT senile, he is evil.
