People at the Las Vegas Massacre(remember that one? Hard to keep track.) had guns but felt if they pulled them they would be shot by the cops and refrained.
As usual we will probably get no where with gun regulation. The Dems will want to ban everything and the Repubs will want to eliminate what ever regulations exist at all levels. All they will cooperate on is wasting taxpayer money doing nothing.
Of course, being a “good guy with a gun” doesn’t mean that you can rapidly hit the “bad guy with the gun” and nothing else. Or that you can immediately identify the “bad guy” and shoot him before he shoots.
The majority of gun owners are not, in any way, qualified to perform the heroic deeds they seem to daydream about. Most cannot hit a bulls-eye every time at any reasonable distance on a target range, and the real world is extremely different (MUCH harder to perform in) from a target range.
The vast majority of people fix so intently on their point of interest (the target) that they don’t see anything else beside, behind, or even in front of their target. Look at their vacation photos where the include many things they don’t want. That is why they get “phot-bombed” so much. They won’t notice who/what will get hit if their aim is off less than a degree, or if they hit soft tissue only in their target and the bullet continues on behind it.
Another problem is that they start to breathe heavily and their pulse increases so that they have extreme difficulty keeping a STEADY point of aim. Then they want to shoot multiple times (like their heroes who “double or triple tap” the trigger). Each round has a recoil which drives the point of aim farther off target. They also jerk the trigger (rather than squeeze it) which also pulls their point of aim off target.
At the same time there are other people there who are running around petrified who might bump them OR the target causing either to move unexpectantly. Or, moves, drops, or is dropped while they are squeezing the trigger, they can’t react quickly enough to STOP squeezing the trigger and they shoot through where the bad guy WAS.
After all that, they probably can’t immediately tell whether anyone else with a gun is a good guy or a bad guy, and they risk a shoot out between would-be heroes.

The good guy/bad guy with a gun rhetoric is asinine drivel. The military goes through hundreds of hours of weapons training and still has a problem with friendly fire deaths. Hunters who supposedly take the time to line up their shots and wait for the right time to fire are still shooting each other. The idea that someone fueled more by self righteousness and arrogance and maybe an afternoon class in weapons handling is going to be able to correctly I.D. a “bad guy” in a high pressure rapidly changing situation does nothing but show just how little respect and understanding the NRA and its minions have for these weapons they worship.
And, most CWP holders I’m sure, are law-abiding citizens. And they have permits. Which is a regulation. And I’m sure that having a pistol in a concealed holster doesn’t make people want to shoot up schools. It’s when you get ARs, Bushmasters, Street Sweepers, and the like that one starts to think mass murder might succeed. And I’m pretty sure they are not covered under CWPs. .
And the new call for regulation will boost sales again for the gunmakers, crying all the way to the bank. Trump cost ‘em by “protecting” gun “rights”, and now they’ll get back on track.

Police commander in Chicago, a highly-trained “good guy with a gun” is killed by a “bad guy with a gun” wearing a bulletproof vest.
People attending the Gabby Giffords rally where she was shot were armed; one even said he almost shot the wrong person.
The shooter at the Batman movie also used tear gas. He was wearing protective gear and a gas mask.
