You can also tell by how they act towards events and things like jobs or service. Remember “Ask not what your country can do for you…ask what can you can do for your country.” Now it’s what’s in it for me….where’s my participation trophy?? It’s just the way it is now……young folks want the system fixed…..but are not willing to become part of the system to change it. Change comes from within. It’s more complicated than tats and clothing.
What amuses me is watching movies made in the 70s, 80s, etc. that are set in a historical era like WWII or westerns, and the hairstyles are the same as the era the movies are made in, not set in.
Toby is partly right, there have been a couple of culturally stagnant decades now. There used to be a lot more change from decade to decade in terms of fashion and style.

I dress and act this way because I’m a nonconformist – just like all my friends.

I remember when my teenage son swore that he would always be wearing a ball cap. He’s now 36 and hasn’t worn one in years.
Of course, now with his incipient bald spot, he is probably going to start wearing one.

Thankfully I don’t look like my decade anymore. The bell-bottoms have been long gone, along with the hair.
