The governor of any state cannot appoint a member to the House of Representatives when a vacancy occurs before the expiration of a term. All a governor can do is call a special election; the Constitution is clear about that. Article I, Section 2, Clause 4:

When vacancies happen in the Representation from any state, the executive authority thereof shall issue writs of election to fill such vacancies.

I don’t remember this story-line, but I remember Wilson was a Republican, more likely to appoint Clyde than Ginny.

This is satire. It is the reason you read Doonesbury in the first place. Why can’t you just laugh & enjoy the comic? (A republican governor would not appoint a black person to congress even if he/she could.)

So now Ginny’s boyfriend gets to replace Lacey.At the timeof the first contest,Clyde was a….well,the polite word is“lounge lizard”
