    “In January 2022, NASA announced a planned date of January 2031 to de-orbit the ISS and direct any remnants into a remote area of the South Pacific Ocean.” Russia chicken out 9 years before the end.

    A look at the ISS generally shows 1 to 2 Soyuz capsules docked with it. so the picture here is not accurate (even if it is amusing). And Putin likes to point to Soviet (I mean “Russian”) space achievements, so this is mostly bluster. They cannot have their own station forr some years, and just exiting the ISS leaves manned space stations to the West and the Chinese. The last module (made in Russia) added to the ISS was many years late. And they seem to have quality control issues — like the hole drilled into the Soyu and just covered up (badly).

    The biggest problem once the Russians leave is re-boosting the ISS. It slowly loses altitude due to atmospheric drag and lacks any way to maintain its orbit. The only docking port at the center of mass is Russian. The Crew Dragon will need an adapter ring to dock there and use the SuperDraco engines to re-boost.

    Of some concern should be chances that Putin would send up a final Russian crew of members with dedicated loyalty to HIM who would sabotage the Russian modules of the station effectively destroying it for everyone when they leave…
