As a small landlord with one property (a previous residence that we kept and rented out), I clearly understand the plight of “mom and pop” landlords who still have to pay taxes, insurance and a mortgage. It also does no good for landlords to have their properties emptied by evictions and no one else with the financial ability to take their places.
I also don’t want to see people out on the street through no fault of their own.
A system fails when there are millions of vacant properties while millions are out on the streets. We can have humane public policies that address the legitimate needs on all sides.
The assistance fund addresses both needs, but it is being administered state-by-state and there have been delays and red tape. The TEMPORARY moratorium buys time to get the processing completed, to help renters stay in their homes and also make sure landlords get made whole.

Yes the money is available to help the landlords. The corporate property owners have no difficulty collecting it. They have teams of lawyers assigned to do just that and also look for loop holes to get some bad tenants out. The small property owner, if he can’t afford a lawyer must wade through piles of paperwork to get his application in than wait in line to prove there case. Most can’t afford to miss several months rental income. Many are operating on a shoe string budget and can not exist while the State bureaucracy fumbles it’s way through the process to get them paid. There is no comparable difficulty for the renter. Not paying is his an option they have and many use it even if they have the money.
After the 2008 financial / real-estate meltdown when banks were bailed out instead of supporting owners with underwater mortgages (Bush 43’s TARP), judges allowed banks to fast track foreclosures without proper paperwork. Some foreclosers were started against people that had paid off their mortgages and they had to go to court to prove this. Banks ended upo with LOTS of real estate. Since then hedge funds and other massive real estate investors have taken over quite a bit of the real estate in the U.S. About 10% is owned by other countries. There need to be major changes to the laws to protect home owners and small landlords along with their renters.
As stated, the larger problem is with states not distributing the money that is there.
The other problem has been unscrupulous landlords trying to double dip, by taking the money intended to pay people’s rent and still trying to collect the back rent that has already been paid.
Interesting thought exercise. If people can’t afford to eat should the grocery stores be required to allow them to walk in and load up without paying? No, the government provides food vouchers. There is a rental assistance program but it relies on the tenant to file. Apparently the renters aren’t doing it so the landlords get hung out to dry.

As tragic and unfortunate as it is, the government has no right to interfere with the rights of a property owner, at least according to the established principles of this country.
