Unlike Shoe and Cosmo, Chester doesn’t seem to have tail feathers.

Don’t worry Roz. Just keep all your counter-tops clean. This guy is too round to go bending down and looking in all the nooks and crannies. He also probably easily bribed with doughnuts to fill his doughnut waistline.

Chester is nothing more than a conman/moocher impersonating a public health inspector and trying to use that tactic to his advantage to get a free meal! The same tactic Wimpy might try in the Popeye comic strip!
