The fish is not actually trying to talk to his uncle. I think the joke here is that the fish is crying “Uncle”, meaning he gives up and should be let go. At least, that’s what it meant when I was boy. I think that’s a pretty obscure reference today.
While visiting the west coast i bought some small fish to feed the seals. the gulls would sweep down and take the fish out of my hand. A local told me to get/ feed them Alka-Seltser
