Yeah, I had the same issue walking two German Shepherds.(No NOT GSDs. If someone doesn’t know that I am taking about dogs they need more help than I am willing to pay for.)
We used to have an English Sheep dog (think Nana, from Peter Pan) who was a devout coward. Everybody wanted to pet her, and she kept walking behind us until we were tied up just this way.

Ask the cats if they’ll lend you one of their laser-mounted self-controlled Boston Dynamics mecha-squirrels to plays with in the yard.
