I am going to “GO NEIL” here and come up with a solution on my own to explain a loophole.
Sawtooth bought the plot AFTER arriving in Tracyville and stashed the money AFTER Bribery paid him off for an “unseen, off panel hit”
There, thats my “Neil Theory” and I will stick to it regardless of whether its flawed or unfeasable or not :)

Panel 1 acknowledges a rust problem, such as I wondered about late yesterday. But in panel 3 we see a desperate man—assassin, thief, fugitive….
