Turns out we are both right and I apologize for saying you were wrong.

I read the link you provided and went to the source that the author used. The Census Bureau report discusses two separate reports 1. Official Poverty Measure (OPM) and the Supplemental Poverty Measure (SPM). The author only looked at one of the two reports (SPM). OPM is the official poverty measure and one used by anyone who does poverty related analysis. California is ranked 16. The SPM ranks California dead last as you stated.
