So sad; back when I was a kid all we had to worry about were nuclear bomb threats.. at least we had a fallout shelter in the building!

Ballistic refers to a missile with no control, such as a projectile by a catapult. When something has gone ballistic it means there is no control over the situation. This word (I believe) does not apply here. It is an over exertion of control that Joe seems to be upset about. I don’t think it means what you think it means.
