There used to be a feeder called Twirl-a-squirrel that did that with no batteries needed. Google it on Youtube. Always wanted one, the squirrels were greedy and vicious where I lived. Feeder was a little pricey, it uses a bit of engineering to make.
40+ years ago in New England there were “Squirrel Spinners”. Take a piece of wood about 3’ long 1×1; drive a 10d nail into one end, grind it sharp . drill a hole in the middle, add a weight 3-4 ox on the other. Nail it to a block fixed to a tree. Stick an ear of corn on the nail. “Squirrel Spinner”
