Each of my siblings (there were 6 of us… big families back in the day) launched in a unique fashion on their own timeframe. Our folks were supportive, and we each did in fact launch successfully.
That ‘out at 18’ thing started dying in the 70’s, and today I think it’s totally dead. The military doesn’t take that many people in and with NAFTA and the death of Unions it is way hard to make it in the world today. In the late 60’s you could hire into an auto plant and make decent money with just a highschool diploma.
I was able to leave earlier. I obtained emancipation from an alcoholic abusive mother who enjoyed inflicting physical and mental torture. Straight to university on the other coast and then to med school in Edinburgh.
My Father said that now that I had graduated from High School, I had to start paying room and board. I reminded him that, although my older sibling was 19 years old at graduation, I was still a minor at 17 and wanted two more years. That didn’t go over well.
Quite sure they can’t give her a bill before actually making a contract and getting her to sign it, they can kick her out if she refuses to pay, though I think they have to give her prior warning, but they can’t actually spring a bill on her, you can’t just give someone a service, then charge them, without making it clear that you will be paying for this service.

At least my parents waited until I graduated from high school (several months after I hit 18).

My mother called the Greyhound station in town, to have the bus pick me up at our farm Late 60’s. No money, no place to go, no job. Never forgave her.
