If I recall my Trig and calculus classes – it would be 24:1 (boys to girls) . I know that was 45 years ago, but we may have died out before gender equality caught/catches up.
Some sort of parenting test should be required. Anything less than 80% is failure for the first and anything less than 90% is failure for the second.
It should be like going to DMV and taking a drivers test. Not sure about the road test though.

Unfortunately, some really smart people are really dumb.
You could cut the population by about 80% just by requiring Algebra or Fractions.
