Trump made this same promise throughout his 2016 presidential campaign.

He made it again recently, but as with a promised COVID-19 vaccine neither will be ready until ‘around the end of the year.’

Is Trump making Americans a promise (reelect me as President, and I promise you these two goodies [forget that I didn’t deliver on my first obamacare replacement promise, and that is an order!), or is Trump issuing Americans a threat (elect anyone besides me, and no vaccine or new healthcare plan, America!)?
