    When the government is shutdown, they tell all non-essential workers to stay home. Why don’t they do that ALL the time?

    You want to stop shutdowns? Restrict the President and Congress to the White House and the Capitol Building respectively and shut off all the Administration and Congress’s Twitter accounts.
