The piece of junk won’t be there long-term, so it’s all a tempest in a teapot. His property value only matters if he is selling the house, and the same goes for the neighbors.
The neighbors just consider it an eyesore. If they had been more congenial with their request, he might have agreed to move it to somewhere they wouldn’t notice it as much. He might even have taken it down or made it more attractive if they had asked nicely. OTOH, the neighbors could just try minding their own business and not worrying about it.
