The $800M cut in ’13 was probably rider on important bill that Mr. Obama was forced to sign, otherwise could not imagine him letting something like that through.
It is time to quit ignoring our racist, criminal past and to quit making the same sins over and over again.

We need a Constitutional Convention. It is time that we sit down as a nation and discuss our past, where we are at and where we are going, and how we are going to get there.
For many years, British National Health let inflation do the “cutting” for it, as parliament shrank from “throwing money” at the “problem” (i.e., no matter how much money you spend on health care, people WILL keep getting sick). Eventually, and I don’t remember when, exactly, the British government pulled up its socks and funded National Health properly, and lo! it was doing a good job again.
(Something similar happened with our VA, until—improved as it was—it was overwhelmed by the rapidly-growing surviving casualties of our many wars, in which an ever-greater percentage of seriously injured men and women survived . . . i.e., were in need of major and ongoing health care.)
