I think the lady here is not actually the store owner, but the Mom of the strip. She is carrying a purse and appears to be ready to go into the store. She’s just laying down the law to the two possible troublemakers before they go into the store. And I think that each store owner can decide whether to allow pets or not; it’s not a matter of being legal except perhaps in places with open food, like a restaurant. (I’m not sure about the laws, but I know some stores around here actually have their own pets in attendance. )
