    They mean the same thing, actually. But “partly cloudy” is the correct term to be used for nighttime conditions, since you can’t see the sun.

    welllll – on some days it’s partly cloudy. and then on some days, it’s partly sunny. so, on partly sunny days you have part sun and on partly cloudy days you have part clouds. of course, with part sun comes part clouds and with part clouds come part sun. unless of course a huge spaceship is drifting overhead and then it would be partly spaceship. or say a volcano erupted close to you and spewed ashes into the air and then you’d have partly ashes.

    so as you can ‘see’ it is perfectly ‘clear’ except when it is partly sunny and/or partly cloudy. now wasn’t that easy!!!

    While working in radio, I gave the forecast as “clear to partly cloudy with a chance of precipitation”….covered all bases….

    What gets me is the 60% chance of rain.. when it has been pouring all day..or projecting 100% in 3~4 days…
