There are long established precedents of licensing and regulations to preemptively deter irresponsible people from misusing these mechanisms and at least for cars, laws confiscating them from irresponsible people using them improperly . While bats and knives are manual, human powered passive devices they too can be used as weapons though they are widely used for sports, hobbies and at work.
Show me one instance where “misusing the fork” hurts anybody but the person who is overweight? If multipole other people were killed because an individual chose to misuse a fork, yes it would be banned.
