Dubya was never in charge. Whenever the cameras required that he be let off-leash, his obnoxious behavior humiliated the half of the nation that was capable of shame, usually in the form of physically assaulting foreign heads of state.
Rest assured that when the doors were closed, Agents sat Dubya down with his coloring book while Uncle Dick and the rest of the cabal who selected him to be their figurehead drew their plans against us all.

Cheney never stopped being in control of Halliburton, and profited enormously from the increase in share price from war profiteering, not to mention getting blanket immunity for fraud and misuse of the welfare funds that company and its ilk got under the Republican administrations.
