If we want ethics in the government: Remove all benefits for elected leaders. They don’t get any medical benefits or retirement other than what the people who voted for them get. Right now that’s Social Security, Medicare and Medicaid. They get paid enough to save for their own insurance and IRA. They don’t deserve anything else unless they give it to the people also.
