    Three reasons for over: (1) the patent; (2) it places the paper closer to the user; and (3) if you gently spin the roll down, more paper rolls down.

    My bride puts it over when it’s just company (she says it’s easier to find the beginning of the roll) and under when the young grandkids come over (they can’t unroll it by spinning it down) and doesn’t care the rest of the time and just leaves it on the windowsill.
