Petite sizes can go up to 5’4", which is the national average size of a woman in the US. I used to just make most of my own clothes. It was easier than trying to find anything to fit – I don’t recall ever even seeing petites until I was in my 20s. The actual top height recommended can vary by brand. I have a friend who is 5’6" and needs petite slacks or me to hem regular ones.
