What’s my solution? It was 30 below in my city last night and the local mosque opened its prayer hall to the homeless and gave them a bed, blankets, and a warm meal.
On my planet, no one is homeless except by choice. Even then, those who choose to be homeless have access to food, clothes, and other necessities. If there is any evidence of mental illness, those people are helped appropriately.
Locally, one thrift store benefits patients at the hospital. One thrift store hires and trains those with mental issues. Another thrift store provides a food bank. I donate as much as I can.

Hogwash. Christian churches of all denominations give to charitable causes including hunger and homelessness. Government “aid” runs through so many layers, each siphoning off what they can that you are lucky if fifteen cents on the dollar reaches the needy. Most are considerably below that.
Of course if people donate to a trump run charity… NONE of the money goes where it’s supposed to, but rather the Kids and the fat Orange LOSER get all of it.
No doubt a lot of homeless people are mentally ill. But this is not the only reason, nor can homelessness be considered strictly a mental illness issue.
Many people are one heart attack away from homelessness. You can lose your job because you are unavailable, and lose whatever benefits that job provides. A friend of mine went through prostate cancer treatment; with good insurance, it cost him close to $10,000 out of pocket. Without insurance, it would have cost $250,000. Got that in your wallet?
Those with adjustable-rate mortgages head out to the street when interest rates climb like they’re doing now. Renters, including those in mobile homes that they own on land that they don’t own, could lose everything when the new contract comes out, and wouldn’t you know the new owners want to price them out so they can develop McMansions?
There are other sets of circumstances; if we ignore them, no plan will be effective.
