The station might, periodically, need to adjust the orbit; the station computers would run the proper flight control programs, put up a prompt for whoever’s at the command station in the control room, and then activate based on control input. This does not make the command station the ‘helm’.
As the most intelligent and capable person on the station, Pam obviously does get a lot of responsibilities. SHE should be in charge, but having a flaming idiot in charge is funnier.
