Did some mischievous godling transform briefly into a pretzel just for kicks? Was it stopped from choking “W” by one of the Fates? The dire prospect of Dick Cheney as president must have been the major factor.

When the impeachment of Nixon forced him out of office, the republicans blamed the Democrats instead of blaming Nixon for his illegal actions. They had to get even. When their impeachment of Clinton failed, I think that they swore to never allow a republican president to be impeached no matter how illegal his activities. This saved Shrub and certainly saved Trump.
