Nobody.

Maybe somebody said they would. Maybe they even said they had a plan… though nobody has said that they’ve seen such a plan.

But a quick — or even long — look reveals that nobody “installed” it… and it seems reasonable to presume that — unless and until proven otherwise — it was never even built at another location for subsequent installation where we would be able to see it.

Gammaguy: Well you just proved my comment about the Biden infrastructure plan construction company building the draw bridge. And I’m sorry for a political leaning comment on a non political cartoon. But as your above comment indicates it couldn’t have been any other builder. The proof is in the confusion, and even in a non political cartoon It can sometimes mirror real events.
