Usually the person in the store, in charge of the department, will blame the warehouse first.
With wacky folks like this guy..I’d blame the warehouse; then vanish to the stock room Too! Lol

“Oh, we had it all in stock but some moron without a mask spewed all over it, so it had to go back to the warehouse for disinfecting.”
I loved working in retail and fast food. /s I also learned how to treat the people who work there.
