    He can’t shoot Bm yet. They’re on the hook to Overkill for the 50 formerly owed by Jeff. It’s unclear whether Overkill still owes it to Karzai. Bm on the other hand, is right not to pay Duke, even if he could, as the PR campaign is an obvious failure. Nobody does restoration on spec, unless there’s popular sentiment for a monarchy claim, which is a simple arms tranport.
