I often sat near a pigeon-lady 20 years ago in Copley Sq. Boston. Hundreds of birds would flock near, covering her head to toe as she tossed out pecks of crumbs to the flying rats.
There were surprisingly many pigeons with trip wires on a leg. She was prepared and removed them as she could. Then I noticed other one footed birds.
There may be strong temptation but there is never reason to be cruel to an animal. There are some who do the wrong thing, sad but true. But so many.. had to be organized sick~os.
