I agree with the officer in Panel 2 what the heck is that moron babbling about? the crow spotted him but not with what you think? You mean with his eyes or is spotted hill billy talk for hit him?? Rufus needs to be in a special home for people who cant function normally.
Maybe that brooch can be used as a down payment on his bail when Ruthless gets 90 days in the slammer for being drunk, disorderly, and mangling the English language. And then of course Mayor Peach Melba will turn from him, because of his shady behavior. More plot twists than the average soap opera…..
