Drop a $20 bill on a small pump to inflate stuff like that… either that, or do what fuzzbucket said: exhaust the vacuum cleaner into it and it’ll be full in seconds. ;-)
I did this when my kids got a new pool. (Couldn’t afford a pump.) Took hours and still wasn’t really full, but held water. Kids loved it right up until a neighbor kid snuck in and took a big bite out of the top ring.

As a kid, we had this little sleeve that went over the exhaust of the vacuum and attached to inflatables. Wouldn’t work on either of our current vacs.
