Actually, Buchanan believed the South was so disorganized, so intent upon “States Rights” that they would just collapse. For instance, Georgia had factories capable of making uniforms for the troops, but they insisted upon their “right” to make them only for themselves, and not share.
I’m not sure Buchanan had enough energy to be considered a “maelstrom”……As for flip-flops, remember that the Affordable Care Act was based on Romneycare. If Romney had won, would he have flip-flopped? (Well, yes, but would the rest of the Republicans in Congress?)
