That’s pretty much how I would have handled it, but I would have delivered the dog owner’s “property” on a shovel. In fact, that’s exactly how I did handle it with a neighbor who would stand and watch his dogs do their business on our property. He got it all back one day. I left it around where his car was parked in his yard and I left it right outside his front door and I spread it all over his yard. An entire winter’s worth of doggie doo filled his small yard very thoroughly. After that, he put up a fence and never let his dog do business on our property again.
We live in the country on a road joggers just love,,and many have a dog in tow. I was sitting by an open window, young gal had dog doing his thing as she kept jogging,,so it was spread across most of the yard and into my flower garden by the road. She finally stopped, let dog finish, and started to go,,I yelled “pick up after your dog” she looked, didn’t see me and started again, and got the same message. She yelled back, “got a bag?” to which i replied " I don’t have a dog"..she pulled some long grass, picked up the piles, tossed it into the woods behind the flowers and continued on her way. Haven’t seen her or her dog jog past since. May not have been very nice, but she most likely learned to pick up after her dog, and carry a bag.
