Why would any government spend the money to put up a sign like that when they could build a guardrail instead?

It’s been there since winter, when there was an ice cover and thick pile of snow under front tires. They tied it then to the mooring post with a rope.
There used to be a warning sign over by Deadman’s Cliff. Been there for over twenty years, but no one fell off so they removed it…
