The proper Penny response is to make their intentions clear by driving out into the intersection and stopping half way, thus forcing the codger to drive his electric road hazard around them. He will then not have to wonder if they are going to stop for him. He will curse amusingly, but he can’t catch you.
We had a guy on a motorized wheel chair tried forcing his way across the street with a fast moving 18 wheeler coming down the street. Needless to say the semi pushed him almost a block before he could stop. Some people may have the right away but you need common sense also.

Don’t ever obey a driver waving you through. Law enforcement excepted. And the odd school bus.
