BART is a very limited system, though. It gets people from the East Bay and the South Bay into downtown SF (Marin of course refuses to sign on), but many people still have to rely on regional transit (SF Muni, SAMtrans, Golden Gate Transit) to get to their final destinations. (BART is also underground along much of its system.)
I’m not familiar with the DC Metro, but BART isn’t really equivalent to, say, Chicago’s train network, or the London Underground.

Metro cards are virtually identical to BART. Everytime I go to D.C., I stick a BART card in the machine just for fun.

The whole Metro system has become a laughing stock. But it’s not funny. Slipshod, dangerous, and very poorly maintained.
